Loddon Mallee Regional Zero Emissions Roadmap
Climate change is already having an impact on the Loddon Mallee region, and the need to reduce greenhouse gas emissions is more urgent than ever. The region is a leader on climate action and has the potential to become one of Australia’s first regions to reach net zero emissions. This ambition creates a range of new economic, social, and cultural opportunities.
The Loddon Mallee Zero Emissions Roadmap focusses on investing in and strengthening human capacity to unlock significant emissions reductions across five key action areas – Leadership and Coordination, Energy, Transport, Agriculture, and Land – identifying flagship regional initiatives in area that will help our region to transition to net zero emissions.

- Improve collaboration; doing things together so we don’t need to do them separately and reinvent the wheel;
- Achieve economies of scale; spreading outcomes to Shires and communities that have less resources or capacity to take action locally; and
- Achieve equitable outcomes; ensuring that the transition to zero emissions has an equity lens and that no one in the region gets left behind.

Loddon Mallee Zero Emissions Economic Opportunities Analysis (ZEEOA)
CVGA has received a grant from Regional Development Australia to undertake a Zero Emissions Economic Opportunity Analysis and develop a Workforce Development Strategy for the Loddon Mallee region.
This project is a recommendation from the Loddon Mallee Zero Emissions Roadmap.
The global, national, and regional transition to a clean, zero emissions economy will require the scaling up of a range of sectors and industries. The Loddon Mallee region is home to many industries that are key to this transition, including agriculture, renewable energy, manufacturing, and critical resources. Councils, communities, and businesses across the region are working towards the goal of net zero emissions and are well-placed to grow local industry, jobs and innovation to help drive emissions reduction, building on the region’s endowments including economic diversity, liveability, transport connections, tertiary education and training institutions, and First Nations enterprise.
The following occupations, amongst others, will be in high demand in the transition to a clean economy, including architectural, building and surveying technicians, building and plumbing labourers, civil engineering draftspersons and technicians, electricians, electrical engineers and mechanics. New specialist occupations will also be created in areas such as battery storage, renewable hydrogen, circular design, energy auditing, home and business electrification and energy efficiency, resource recovery, and sustainability. Products likely to be in high demand, presenting opportunities for innovation include energy efficient and climate resilient construction materials, renewable energy technologies, energy efficient appliances, electric vehicles and associated products, and sustainable and circular agriculture products and technologies.
Understanding how the transition to a clean, zero emissions economy will change the future of work in the Loddon Mallee region is critical to guide workforce development, innovation, and investment attraction to grow the region’s economy and support achievement of Victora’s emissions reduction targets.
The Loddon Mallee Zero Emissions Economic Opportunity Analysis will inform the planning and investment in education, training, workforce development, and innovation in the Loddon Mallee region that is required to reach zero emissions. The project will define the region’s Clean Economy Sector (i.e. the sectors that are key to driving the transition to zero emissions); assess its current state and industry strengths; identify key pillars and opportunities for sector growth, workforce development and innovation; and develop a Clean Economy Workforce Development Strategy for the region.
This project is expected to be completed by November 2025.
