Charging the Regions 3
The Central Victorian Greenhouse Alliance (CVGA) has appointed the Institute for Sensible Transport to work with a group of member councils to develop a Regional Electric Vehicle Public Charging Framework and Municipal Implementation Plans for participating councils.
Overview
Between 2020-23, CVGA received funding from the Victorian Government to increase regional connectivity and support tourism through the identification of optimal locations for destination charging for electric vehicles (see Charging the Regions 1), and the installation of 23 destination fast chargers across 13 municipalities from Mildura to Whittlesea (see Charging the Regions 2).
Electric vehicle uptake has grown substantially since this time, and state and federal governments and the private sector have increased investment in the expansion of public electric charging networks across the state. In this evolving landscape, councils are considering their ongoing role in the facilitation and provision of charging infrastructure to meet local community needs, and how to best support the achievement of strategic objectives, including:

- Increasing and ensuing equitable access to public electric vehicle charging.
- Reducing transport emissions and supporting the achievement of net zero targets.
- Maximising community benefits and return on investment for councils.
- Building knowledge and capacity about electric vehicles charging infrastructure and relevant issues and opportunities for councils.
- A Regional Electric Vehicle Public Charging Framework
A strategic and evidence-based framework to support the identification of optimal locations for different types of electric vehicle charging on council owned and managed land to meet the current and future needs of people living in and visiting the region. - Municipal Implementation Plans
Identifying and assessing a list of priority sites for different types of electric vehicle charging in each municipality, including the optimal number and type of charge points required at each site to meet identified community needs and demand for public charging, and a recommended roadmap for the roll out of this infrastructure between 2024 and 2030. Implementation plans will also include financial analysis of the costs and potential return on investment for councils to inform decisions about proactive investment electric vehicle charging infrastructure.
